American Construction Specialties, Inc. a California Corporation, is a successor to All West Electronics, Inc founded in 1962 by Bill and Ginny Russell. The President is Don Russell, concrete contractor since 1978 (Russell Construction Company 1978 – 1989) and General Contractor since 1993. The Vice President is Donnie Pardo, who has been with the Company(s) since 1979.

Projects have included intricate foundations and upper decks of multi-story office buildings, shopping centers, parking structures, industrial buildings, theaters, schools, prisons, agricultural, and tilt-up concrete structures for warehouses, cold storage, retail and offices. Last year, All West Construction placed over 60,000 cubic yards of concrete!

Prevailing wage (City, County, State, Federal) and conventional payrolls with government, commercial and private builders are routinely handled.

Currently, we employ approximately 100 people, making up 12 full-service crews each with a highly competent foreman. We have a field support staff consisting of our Project Management Team, headed by Donnie Pardo and Steve Bengtson; the Transportation Department led by Richard Serrano; and Equipment/Tool Repair and Maintenance Department as overseen by Mike Sullivan.

Safety is big concern of ours as well. Since the implementation of some very innovative safety programs, such as our weekly “safety raffle”, we have reduced our Experience Modification Rating by approximately 40 points and we have been virtually accident-free for over two years! In addition to this, we routinely conduct unannounced, OSHA – style private inspections on all of our large projects.

You will find that our reputation is tops in the Central Valley, with quality and service being our hallmarks. In addition to that, our office and estimating staffs make certain that all bids, change orders, certified payrolls, lien waivers, etc., are handled in a professional and timely fashion. Our Chief Estimator is Dave Harvey and our Office Manager/Controller is Tom Spradling.
